Une délégation du Commandement Sud des Forces Armées des États-Unis (SOUTHCOM) a rendu visite cette semaine à Bernice Fidélia, la nouvelle Ministre des Haïtiens Vivant à l’Étranger (MHAVE).

L’objectif de cette rencontre consistait à renforcer le programme d’assistance humanitaire, « Humanitarian Assistance Program » (HAP), implanté en Haïti depuis 2004, grâce aux efforts conjugués de plusieurs associations régionales de la diaspora telles que : « Haitian Ressource Development Foundation » dirigé par le Dr. Aldy Castor et « Motion » (Mole St Nicolas en Action) dont Madame Joséphine Elizée est la Vice-présidente.

Roland Laforest, Officier-militaire de liaison à l’Ambassade américaine, a énuméré les différents projets humanitaires, dont vont bénéficier : Fort Liberté, Cap Haïtien, Port de Paix, Gonaïves, Hinche, Jérémie, Jacmel, Miragoâne, Cayes, Mandrin, Pont Gaudin, Desdunes, Torbeck, Château et Abricot pour un coût total de plus de 34 millions de dollars américain (34,246,507). Il s’agit de : 10 Centres d’opération d’urgence, 10 dépôts, 14 casernes d’incendie, 8 Centres communautaires, 8 puits artésiens et 6 cliniques.

La Ministre Fidélia, a félicité les efforts déployés par les responsables de la HAP pour améliorer les conditions de vie du peuple haïtien et réitéré l’engagement de son ministère et celui du Gouvernement Martelly-Lamothe à travailler de concert avec la Southcom / HAP pour le suivi permanent de leurs projets.

Les représentants de la délégation, ont salué la Ministre Fidélia pour son courage et son dynamisme à la tête du MHAVE, et particulièrement pour son engagement à les accompagner dans le processus, devant permettre la réalisation de ces différents projets.

A delegation of the Southern Command of the Armed Forces of the United States (SOUTHCOM) paid a visit this week to Bernice Fidélia, the new Minister of Haitians Living Abroad (MHAVE).

The objective of this meeting was to strengthen the program of humanitarian assistance, "Humanitarian Assistance Program" (HAP), established in Haiti since 2004, thanks to the efforts of several regional associations of the Diaspora such as : "Haitian Resource Development Foundation" headed by Dr. Aldy Castor and "Motion" (Mole St Nicolas in Action) whose Mrs. Josephine Elizée is the Vice-President.

Roland Laforest, Officer-military of liaison to the American Embassy, ​​listed the various humanitarian projects, whose will benefit : Fort Liberté, Cap Haïtien, Port de Paix, Gonaïves, Hinche, Jérémie, Jacmel, Miragoâne, Les Cayes, Mandrin, Pont Gaudin, Desdunes, Torbeck, Chateau and Abricot for a total cost of more than U.S. $ 34 million (34,246,507). These are : 10 emergency operations centers, 10 depots, 14 fire stations, 8 community centers, 8 artesian wells and 6 clinics.

The Minister Fidélia, congratulated the efforts of the leaders of the HAP to improve the living conditions of the Haitian people and reiterated the commitment of his ministry and that of the Government Martelly-Lamothe to work with the Southcom / HAP for the continuous monitoring of their projects.

Participation HRDF participation at the US Army South Medical Readiness Exercise in Marigot and Cayes-Jacmel, Haiti

September 14 to September 22, 2009.

The U.S. Army working closely with the Haitian Ministry of Health and local authorities had provided various medical, vision, preventive medicine and dental action programs to support Haiti’s efforts to help the people of the region.

 More than 30 doctors, dentists, ophthalmologists and other medical professionals provided assistance to at Marigot’s Ecole Nationale de Marigot and Cayes-Jacmel’s Medical Clinic.

The Haitian Resource Development Foundation (HRDF) actively participated in this Medical Readiness Exercise. Haitian-Americans pediatrician Dr. Wiener Leblanc and obstetrician-gynecologist Dr. Aldy Castor as well as Haitian ophthalmologist Dr. Frantz Large participated in direct patient care and Health Promotion Program.

 Over 7,200 Haitians were provided surgical and medical assistance, about 2,600 patients were given dental and optometry exams, and more than 600 pairs of glasses were dispensed. Under HRDF auspices, a total of 316 were seen at the Health Promotion Program

This meeting was organized by the Haitian Resource Development Foundation (HRDF) to review and possibly finalize a strategic concept for the management of a National Logistics Disaster System in Haiti. This system will provide the Direction of the Protection Civile the capacity to provide quick and sustainable response to disasters. This initiative is also in line with the recommendations of Governor Bush’s Advisory Commission on Haiti.

A. The following problems were identified:

  • DPC, as the leading and coordinating agency for Disaster Preparedness in Haiti, is not as effective as it should be, because of lack of assets, resources, personnel and equipments, and legal framework.
  • The international community often times mobilizes responses without any coordination that includes the DPC.
  • Too many agencies, without a strategic plan, are directing the DPC efforts, and conducting the same type of projects (duplication)
The Direction of Protection Civile, the national agency responsible for the coordination of disaster response in Haiti, as of today, in case of a medium size disaster is not recognized as the focal point for determining the execution of disaster relief efforts being conducted in the country.

B. Proposed logistical solutions

Direction of the Protection Civile: the Central Point of Contact for Relief Aid in Haiti
  • The Direction of the Protection Civile, the national agency responsible for the coordination of disaster response in Haiti, should be the focal point for determining the execution of disaster relief efforts being conducted in the country.
  • The Conseil des Ministres needs to approve as soon as possible the legislation on the National Prevention and Management of Disasters and elevated the Direction de la Protection Civile (DPC) to the Direction General de la Protection Civile (DGPC) or better to a Secrétairie d’Etat level.
  • A strategic concept that allows the integration of all initiatives is needed for project development and the growth of the DGPC as the National coordinating agency for disaster response.
  • The DPC needs to request an assessment from independent agency such as FEMA or the Florida Emergency Management to identify the gaps in the system in order to improve Haiti’s response capabilities to disaster.
  • The projects should show a clear natural progression towards capacity building and infrastructure creation and development.
  • Jeremy Haslam suggested that Haiti emphasized the needs for an overall strategy and a logistic plan for the coordination of assistance relief programs.
  • Tim Callaghan from USAID/ OFDA LAC suggested organizing a meeting before the next hurricane season to bring together all involved agencies to ensure a better coordination and implementation between them and the DPC.
  • There is a need for a proposal to organize all the initiatives and projects into a consolidated and updated plan of action. DPC is advised to integrate the DGPC as a regional partner with the countries of the Americas, especially with the Caribbean countries through CDERA, the Central American countries, and the State of Florida.
  • Jeremy Collymore from CDERA suggested that Haiti should start the process to join CDERA as a regional partner. Protection Civile with the support of HRDF will initiate this process by next weeks.
  • Additionally, there is a need to create a logistic emergency response manual to address the protocols, operating procedures, and specific responsibilities in the Haitian National Relief Program.  Some of the areas to be addressed include:
    • Plan of coordination of actions for International NGOs
    • Protocols for logistics from the US. to Haiti
    • Customs and Security system
