margin-top: 0in; margin-right: 0in; margin-bottom: 0pt; margin-left: 0in"> </p><p style="text-align: justify; margin-top: 0in; margin-right: 0in; margin-bottom: 0pt; margin-left: 0in">The discussions were thorough and well researched.   This conference begins the framework for some of the work that AMHE is embarking upon in order to significantly improve health care delivery in Haiti.  As a way of continuing the important discussions that occurred at the conference, AMHE would take the lead to ensure that these partnerships move forward in a cohesive manner: building on the strengths of each organization or entity that enables us to achieve the goal of comprehensive healthcare in Haiti.</p><p style="text-align: justify; A votre sens, une présence contre-productive… </p> <p>Ricardo Seitenfus: Le système de prévention des litiges dans le cadre du système onusien n’est pas adapté au contexte haïtien. Haïti n’est pas une menace internationale. Nous ne sommes pas en situation de guerre civile. Haïti n’est ni l’Irak ni l’Afghanistan. Et pourtant le Conseil de sécurité, puisqu’il manque d’alternative, a imposé des Casques bleus depuis 2004, après le départ du <a href="http://fr.wikipedia.org/wiki/Jean-Bertrand_Aristide" target="_blank">président Aristide. </a>Depuis 1990, nous en sommes ici à notre huitième mission onusienne. Nous sommes confrontés à des luttes pour le pouvoir entre des acteurs politiques qui ne respectent pas le jeu démocratique. Mais il me semble qu’Haïti, sur la scène internationale, paie essentiellement sa grande proximité avec les Etats-Unis. Haïti a été l’objet d’une attention négative de la part du système international. Il s’agissait pour l’ONU de geler le pouvoir et de transformer les Haïtiens en prisonniers de leur propre île.
