On September 22, 2011, the AMHE sponsored conference, which was held at the American Red Cross in Washington, DC, was by every measure an overwhelming success. AMHE identified and invited speakers to present on issues that offered a comprehensive look at all aspects of health care in Haiti. The theme of the conference, Emerging Strategies: Focusing on Comprehensive Healthcare System in Haiti, offered participants an opportunity to engage in meaningful discussions about the healthcare needs in Haiti and proposed ways to work collaboratively to address them. In fact, the ambitious goal of the conference, which basically was to bring all factions of the medical community together with governmental representatives as well as non-governmental organizations and academia, to begin a dialogue and to explore ideas, was expertly executed. Over the two days of the conference, this goal was realized with the tremendous amount of presentations on topic areas ranging from “MSSP Leaders” to “Planning and External Cooperation: NGOs Control”, to “Supporting Organizations in Haiti.”

The discussions were thorough and well researched. This conference begins the framework for some of the work that AMHE is embarking upon in order to significantly improve health care delivery in Haiti. As a way of continuing the important discussions that occurred at the conference, AMHE would take the lead to ensure that these partnerships move forward in a cohesive manner: building on the strengths of each organization or entity that enables us to achieve the goal of comprehensive healthcare in Haiti.

AMHE recognizes that this conference could not have had the level of success without the committed involvement of the following partners: Representatives from the Haitian Ministry of Health , The Haitian Red Cross, US Red Cross, USAID, CDC, PAHO, Project Hope, C.H.A.M.T., AME-SADA, Catholic Relief Services, World Bank, AMH, Haitian Diaspora Federation, Friends of Haiti, IMEC, HRDF, NOAH, PROJECT HOPE ; The Haitian Embassy in Washington, the Commissioner of Broward County; The Rector and Vice Rector of the State Medical school of Haiti ; Faculty from Calgary University, George Washington University, University of Virginia, Harvard University, Howard University, Phoenix University, Johns Hopkins University, University of Massachusetts and Jackson Health System/University of Miami.

As AMHE forges ahead, we plan on continuing to build partnerships which would be inclusive of all aspects of the medical field. We want to ensure that we provide the opportunity for organizations and individuals alike to coalesce around the important health concerns that affect the people of Haiti.

As explained in the SWME website, the sponsorship covers the entire cost of the doctors’ participation, though they do not incur any collateral expenses. Doctors are selected by the SWME advisory board based on merit and local humanitarian involvement.

On both sides, there have been many combinations and configurations of programs and projects, in a range of subjects - health, ecology, agriculture, food, education, jobs, infrastructure, public works and disaster preparedness. The relatively few that succeed are sources of pride, especially to local communities. The rest we tend to forget, but the worst cause continuing embarrassment, shame and damage. Des deux côtés, elles interviennent sur plusieurs programmes et projets - santé, écologie, agriculture, alimentation, éducation, emplois, infrastructures, travaux publics, prévention et gestion des désastres, etc. Le petit nombre de projets qui réussissent sont une source de fierté, en particulier dans les communautés locales. Nous avons tendance à oublier la majorité de ces programmes, mais les pires constituent une cause d'embarras, de honte et de discrédit. Community Relations Executive Seminar Training (CREST) for South Florida African-American and Caribbean Communities Leaders

The FBI Citizens’ Academy Alumni Association – South Florida (FBI CAAA-SF) in partnership with the Haitian Resource Development Foundation (HRDF), hosted their second in the Federal Bureau of Investigation (FBI) Community Relations Executive Seminar Training (CREST) program on Saturday, February 26, in Davie Florida.

30 Community leaders from the African-American and Caribbean communities came to together and enjoyed a stimulating presentation on Civil Rights as well as an informal "dialogue" regarding issues of the African American and Caribbean-American communities.

This is a two-part CREST program. The second phase, as determined from this "dialogue," will consist of a Town Hall for youth from the African-American and Caribbean communities. The Town Hall will take place within the next few months.

Special Agent Brett Hovington, Unit Chief from Washington, DC facilitated the "Discover Through Dialogue" section. And John Gilles, Special Agent in Charge of the Miami Division was also in attendance and made himself available for all the questions and answers.

Note:The FBI CREST Program is a shorter, focused version of the FBI Citizens’ Academy, usually a day in length. Seminars are offered to community groups at their choice of location. Invasion or Infusion ? Understanding the Role of NGOs in Contemporary Haiti

It is impossible to discuss development in Haiti without talking about nongovernmental organizations (NGOs). Currently, most grant aid to Haiti is directed to one of more than 300 officially recognized NGOs. Given this, a critical understanding and evaluation of NGOs is essential; however, there have been very few scholarly articles published which specifically examine them.1 Despite a paucity of scholarship on NGOs in Haiti, they are being discussed and debated within certain circles in the country, and several methods for evaluating and understanding NGOs have been proposed. Two studies of NGOs have particular significance because of their scope and institutional location.2 The World Bank published “Haiti: NGO Sector Study” in March 1997, around the same time that the Centre de Recherche Sociale et de Formation Economique pour le Développement (CRESFED) published “Haïti: Invasion des ONG.” The former valorized NGOs and referred to the funds channeled through NGOs as an “infusion,” while the latter was critical of NGOs, calling their apparently sudden appearance and role an “invasion.” While there have been studies before and since,3 these two set the tone for discourse and policies in Haiti from 1997 to the present, defining two distinct orientations.

Which is correct? Are NGOs “good” or “bad” for Haiti’s development? Are they closer to Haiti’s people and less corrupt than the government, or are they tools of foreign imperialism? Should Haitian people—either living in Haiti or in the “tenth province” (now “eleventh”4)—support NGOs? Should blan concerned about democracy and Haiti’s development support NGOs? If so, which NGOs should be supported? Are NGOs the solution to Haiti’s poverty, exclusion, and centralization, or are they part of the problem? More importantly, how can we make or evaluate such claims?

This article attempts to provide a framework for addressing these larger, admittedly polemical questions. To begin to answer these questions requires a clear definition and conception of NGOs...

Ricardo Seitenfus: Le système de prévention des litiges dans le cadre du système onusien n’est pas adapté au contexte haïtien. Haïti n’est pas une menace internationale. Nous ne sommes pas en situation de guerre civile. Haïti n’est ni l’Irak ni l’Afghanistan. Et pourtant le Conseil de sécurité, puisqu’il manque d’alternative, a imposé des Casques bleus depuis 2004, après le départ du président Aristide. Depuis 1990, nous en sommes ici à notre huitième mission onusienne. Haïti vit depuis 1986 et le départ de Jean-Claude Duvalier ce que j’appelle un conflit de basse intensité. Nous sommes confrontés à des luttes pour le pouvoir entre des acteurs politiques qui ne respectent pas le jeu démocratique. Mais il me semble qu’Haïti, sur la scène internationale, paie essentiellement sa grande proximité avec les Etats-Unis. Haïti a été l’objet d’une attention négative de la part du système international. Il s’agissait pour l’ONU de geler le pouvoir et de transformer les Haïtiens en prisonniers de leur propre île. L’angoisse des boat people explique pour beaucoup les décisions de l’international vis-à-vis d’Haïti. On veut à tout prix qu’ils restent chez eux.

Critères à respecter par les professionnels de la santé déployés en Haïti pour la réponse à l’épidémie de cholera

Critères que les agences, institutions ou individus doivent respecter avant de déployer des professionnels de la santé en Haïti pour la réponse à l’épidémie de cholera

Dans le cadre de la réponse à l’épidémie de choléra, le MSPP envisage d’accepter les offres d’envois d’équipes médicales par les gouvernements, instituions ou organisations pour l’aider à combattre l’épidémie de cholera. Pour une meilleure coordination de ces offres une évaluation se fera ou cas par cas et selon les besoins en considérant les critères suivantes :

1- La ou les personne(S) devra parler français et si possible créole (spécialement pour le travail communautaire) sinon être accompagné d’un traducteur

2- Etre autonome (ressources financières, médicaments essentiels, téléphone, transport, lits de campements ou sac de couchage etc.)

3- Etre capable de travailler avec des ressources et des moyens très limités
